Customer Profile:
Department of Petroleum Resource (DPR) is a department under the Nigerian Federal Ministry of Petroleum Resources (FMPR), DPR has the statutory responsibility of ensuring compliance to petroleum laws, regulations and guidelines in the Oil and Gas Industry. The discharge of these responsibilities involves monitoring of operations at drilling sites, producing wells, production platforms and flow stations, crude oil export terminals, refineries, storage depots, pump stations, retail outlets, any other locations where petroleum is either stored or sold.
It also oversees the safety and other regulations that relate to the exportation and importation of the products into the country. As part of its activities, the department manages the upstream and downstream sectors in Nigeria petroleum industry.
The Results:
The project which was delivered way ahead of schedule was greatly recognized by the Minister during the launch at the Federal Capital Territory, Abuja.
The Solution which was deployed by the Wragby team promoted the ease of doing business in the domestic gas sector. Below are the success criteria that was duly captured and approved by the customer.
Challenges:
The Nigerian gas market is currently operating without any data. This limits the ability of the Nigerian government and DPR to track activities in that region, report revenues or even make projections.
NCELAS is an electronic platform established by the regulator of the Nigerian Gas Transportation Network Code (NGTNC) for the efficient processing of all licenses required for operating gas transportation arrangements within the NC regime and administration of all regulatory roles required to support the optimal performance of the NC.
All licenses would be issued by DPR. However, a portal was essential to enable gas operators in the country apply for licenses, get approval and a means where the daily operations could be administered and monitored.
Solution:
A phased solution was implemented by the Wragby team, using Microsoft Dynamics 365 Sure Step Methodology. The base application software for the Network Code Electronic Licensing and Administration System (NCELAS) was deployed using the Microsoft Dynamics 365 for Finance & Operations.
