The Department of Petroleum Resources (DPR) enhances efficiency for its Upstream monitoring division.

Wragby deployed the Nigerian Oil and Gas Contract Award Portal (NOGCAP) for DPR’s Upstream Monitoring and Regulation (UMR) division to help automate the process of regulating, reviewing, and approving contracts for vendors in the entire industry.

The DPR’s Upstream Monitoring and Regulation (UMR) division desired a platform that will help to simplify its engagement with industry operators, contractors, and its staff, provide real-time data on the industry contracts pipeline, and a database of all contract data points, increase the transparency and cost-efficiency of the contracts awarded,

eliminate the attendant revenue loss associated with the manual process it replaced and reduce the turnaround time for contract approvals and awards.

 

The Solution

 

Developed with Azure DevOps Services using the Scaled Agile Framework (SaFe), NOGCAP is hosted on the Microsoft Azure cloud. This ensured 99.9% availability, scalability, and security of the NOGCAP platform.

 

NOGCAP was built using .Net Core with Azure DevOps Services and Azure MSSQL DB. Developers used Azure DevOps Services for the Planning, Development, Automated Build, testing, deployment, and monitoring of the solution, in both Dev. and Production environments on Azure App Service. The project also leveraged Azure DevOps tight integration across Continuous Integration and Continuous Deployment (CI/CD) pipeline, work tracking, and source code repository to speed up the release cadence of each part of the solution. Besides, the application integrates seamlessly into DPR’s already deployed Dynamics 365 ERP.

 

The Result

 

The impact of these advantages was showcased in December 2019, when the DPR organized a workshop for stakeholders in the Oil & Gas industry, to launch five new applications backed by four new guidelines. Wragby developed three of these applications. The applications greatly enhance how DPR provides optimum regulatory services for the Oil & Gas industry in Nigeria. One of the newly launched applications is the Nigerian Oil and Gas Contract Award Portal (NOGCAP) automated the process of regulating, reviewing, and approving contracts for vendors in the entire industry.

 

NOGCAP is a dream come true for the DPR’s Upstream Monitoring and Regulation (UMR) division. Building NOGCAP with Microsoft Technologies also enabled us to satisfy the customer’s technical requirements, namely data security achieved through different administrators’ rights levels, Integration into the D365 ERP, a web-based solution that can provide multi-device access, and scale on-demand in response to seasonal workflow patterns.

 

NOGCAP met and surpassed the customer’s expectations; it became a single repository for contract award data, which aids planning and reporting. It eliminated the risk of document loss, sabotage, development delays, and human errors in the approval processes. It also accentuated the transparency of the contract award process.

 

NOGCAP is a transformative tool with broad potential for adoption by other agencies and tiers of government.
